Paul is the founder and Chief Executive of HitchAfrica Technologies Limited, the regulated Nigerian technology company behind HAPSS. He leads strategic direction for HAPSS engagements and serves as the accountable executive to public-sector principals.

At HitchAfrica, Paul has built and now operates HitchPay — a multi-currency financial platform serving thousands of Nigerian consumers and businesses. The operating discipline that runs a regulated fintech at scale is the discipline HAPSS brings to public-sector engagements: real financial controls, real security practice, real accountability for outcomes.

Paul holds day-to-day accountability for HAPSS engagement delivery and the design of every curriculum HAPSS takes to market. He is the operator on the ground when cohorts begin, when applied projects land inside clients' institutions, and when results are reported to independent evaluators.

As Curriculum Lead, Paul ensures HAPSS materials are calibrated to the real conditions of Nigerian public service — not abstracted from it. As Programme Director, he is the primary point of contact for the client's Steering Committee and Technical Working Group, and is accountable for delivery against every milestone in the engagement contract.
